Just go to any mine, get a pickaxe, get over 15 Iron Ores from one location? Fast travel to another, if that's your thing, or ride your ponny there.
For starters, Markath has an Iron Mine nearby, so does Riverwood. Just smelt it. But Iron Ore from vendors, much cheaper than Iron Ingots.

This technique works daily for me. I'm not sure if you have a mod on that might be affecting the respawn times, but it seems to work daily as long as I leave the city for a whole day.
Raymond 22 Nov, pm. Steel weapons are low-quality weapons, better than only iron. They appear in leveled lists starting at level 2 enchanted varieties at level 3. All items except ammunition can be tempered using one steel ingot, and having the Steel Smithing perk doubles the quality improvement. Ammunition can only be smithed if the Dawnguard add-on has been installed. There is no "steel bow", only steel arrows. The bow found at similar levels is the hunting bow.
Although the hunting bow cannot be crafted, it is generally treated as a steel weapon; however, it isn't tempered by steel ingots - instead, it is tempered with leather strips. Its tempering is enhanced by the Steel Smithing perk, making it one of the best bows in the game - the Long Bow has no tempering perk, so it can't smith to nearly as high a damage level, but most bows that exist in the game are slower than the hunting bow. I'll take the blame for just not searching out enough mines though. I'll fully accept that perhaps I just need to look harder. But on average steel is quite plentiful. When I go on the left side of the smithing tree and take the advanced armor perk, I become very steel hungry. Making steel plate armor is amazing for making money and leveling up your smithing skills. You can buy all the steel and corundum ingots from the smithing shop and make steel plate armor and sell it back on the spot.
Instant profit and tons of smithing XP. That's when I noticed that smiths do not always carry steel ingots.
